I need to delete all 4000 photos on my iPhone camera roll.
How do I do this?

If you are not using iCloud Photo Library on your iPhone, you can delete the Camera Roll photos. But just to be sure, check the Photos > Preferences > iCloud on your Mac and the Settings > Your Name > iCloud > Photos on your iPhone. An update could have enabled iCloud Photo Library by default.
If iCloud Photo Library is off on the iPhone, you can delete the camera roll photos by tapping "Select", thenswliping across the photos and holding down at the border of the display, so the photos start scrolling below your finger tip. Select several hundred photos this way, then click the trash bin and empty recently Deleted. repeat this.

I have never had the problem you describe with syncing; all of the photos on my phone sync perfectly with iCloud, 2 Macs and an iPad. On my devices it is not a copy, it is a 2 way sync.
If you sync photos you cannot delete them just from the iPhone camera roll. If you delete them there they will also be removed from all other devices that sync to iCloud Photos.
