Voicemail is permanently deleted once it's removed from the Deleted Messages section.

The iPhone's visual voicemail system allows you to see a list of your voicemail messages and select the order that you listen to them, eliminating the need to call in to the voicemail system. All of the voicemail management options, including deleting voicemail messages, is done using the iOS user interface. When you delete a voicemail, it's removed from visual voicemail list and saved to the Deleted Messages section. You need to delete the saved voicemail from Deleted Messages to fully clear your phone.
Tap "Phone" and then tap the "Voicemail" tab to view a list of your voicemail messages.
Touch the first voicemail in the list and then tap the "Delete" button. The voicemail message is removed from the list.
Remove the remaining messages from the list one at a time. The iPhone doesn't have a method to delete all of the voicemail messages at once.
Tap "Deleted Messages," which is at the bottom of the list, after removing all of the voicemail messages. All of your deleted voicemails appear in a second list.
Touch "Clear All." A confirmation message appears informing you that this action permanently deletes the voicemails from the phone. Tap "Clear All" a second time to delete the voicemail messages.
